IS THIS LEGAL

So I'm fishing upper Elk today.  One of those sections where the fishermen are on the lower side casting toward the opposite bank which is actually an extremely high cliff.  We all can picture this.  The property owner above is running a cyclone rake like you see advertised on tv.  When it's full, he backs up to the stream, and sends the entire container of leaves over the cliff and into the stream where everyone is fishing.  Now granted this is organic material, but is this legal?

    why water gets posted.... quit cryin' on the intovert and go fish elsewhere.... 100 miles of stream.

    What is the difference from the guy with the leaf blower shooting into the street?

    wow, didn't expect that response.  when this guy let loose with a trailer full of leaves into the creek, was actually more concerned with larger debris he may have sucked up hitting somebody 50 ft below.  but hey, that's ok.  good to know these land owners can do anything they like to the waters as long as they keep access open to you.

    dUUd was probably doing that because he doesn't want yinz there, but doesn't own the opposite bank so he can't keep you out either.  
     
    Just let him do his thing, and keep fishing.

    Nonsense just move up stream for a bit or bear through it like any other day on the stream from Oct to Nov.

    Saturday the wind gusts were ripping hundreds of leaves off the trees and what ever was on the bank and not just blowing into the stream but into us. after five minutes the water would clear them out. imagine that......

    If he could kick you out, he would have.  The fact that he hasn't, but is still trying to get you out means he can't.
     
    The best thing you can do is smile sweetly, and eat a sandwich as his leaves float away, then start drifting again.
