Personally run a 17 ft lund with a 9.9 kicker.  Have been on-the-water checked numerous times.  Prop on, motor up is completely legal.  As a side note, I have a drive on trailer which the 9.9 will not do on some ramps.  I asked about dropping my 90 to finish loading.  One officer said he thought that would be legal and one other the officers said they weren't sure.

I don't think it even needs to be lifted out of the water. As long as it is not running, I believe you're good.

I use my 9.9 for propulsion and my 50 as a rudder.

Well my son and I hit the water at 7am this morning.  Sat thru the rain/drizzle and a stiff breeze out of the south, but oh was it worth it.
Finished up with about 30 nice crappies, and I do mean nice!

Been fishing pymy all week in the evenings.  Mostly wading, but was out in the boat tonight.  Caught fish every night, but haven't really spanked em.  Mixed bag of crappie, bluegill, and perch with a few channel cats, largemouth, and smallmouth as well.  Talked to some guys that had done pretty well on the walleye this afternoon

Bogey Jr. and I spanked them today.  We got the heck away from the horrible mayhem on the north end around the stumps and found our own schools a little way to the south.  We kept a couple dozen with the smallest 12.5" and threw back several dozen smaller than that.  Pretty steady action all day...no live bait.

Let's keep this in the PM's.  Gerbils everywhere are nervous.

Bogey, are you the smiler in the back, the wowowowow guy, or the blue guy feeling left out?
Nevermind, I don't want to know.

Too late...you asked.
I'm none of the above.
I imagined the blue guy was the gerbil, the wowwow guy is slabdaddy, and the smiling banana headed dancer is the guy slabdaddy turns to when he needs one of his boutique gerbil fixes.  The banana head ONLY carries the GOOD stuff!
