New PFD Law

Does anyone know the new regulations on PFD's and where I can get information about it?

    Its on the fish and boat site. The only thing i know that is relatively new is ya gotta wear a PFD while underway or at anchor from Nov 1st-April 30th in a boat under 16 ft an any canoe or kayak.
