Smolts?

While fishing this past weekend, we noticed and even caught some small trout that looked like steelhead smolts at several tribs. These fish ranged in size from 2-8 inches long.I didn't think they stocked smolts this early in the year, I don't believe they could hold over in the tribs, and wouldn't they be larger if they ran back in from the lake? I thought this was odd. Anyone else agree with me or have an opinion?

    This.  This exactly.

When the state can't afford to stock anymore steelhead, the repo men come and take them away naturally.
