racoon; swin area is not in yet so she can run all over there. there is a small dock there from which you can fish and an area that goes out into the lake. I'm sure that there are playgrounds in areas of the park plus native flower area in which all of you can walk through

I've got a 1.5 yr old son and I'd go to Raccoon before Cross Creek. More open area for the kids to play while you fish.

Some people are like Slinkies...not really good for anything, but you still can't help but smile when you see one tumble down the stairs.

twin lakes is a westmoreland county park so yes it is free to fish there.  generally speaking the playgrounds and such are very close of the lakes so that if fishing gets boring is pretty easy to get to and from other things to do.  another nice feature of twin lakes is a significant portion of the shoreline is paved so that makes it easier to get around with little kids.

north park is another good choice, but its so big that everything is kind of spread out.  i'll be up there this weekend to play baseball.  no fishing for me though.
