Provided that the motor is not binding, you should be able to get some adjustment by loosening the lock bolts on either side of the steering shaft where it runs through the front of the motor and adjusting it side to side. Its basically a piece of pipe threaded on both ends to allow some adjustment. Once you have it loose, turn your motor to the side that's not turning as far and see if you have enough adjustment to get to full lock. You'll need to be sure it still turns fully the other direction when you're finished. If that doesnt fix it, there is one other thing I can think of.
