Trout Fishing Allowed??

With so many regulations now on do's and don't of trout fishing I get a little confused on where I can or cannot fish this time of year. Is it still permissable to fish spring stocked trout streams until the end of Feb? Example Jacobs Creek; Four Mile Run; Would like to clarify before I go drown some bait next week, if they're not froze over.

    Yes you are allowed to fish them until the end of February. 7 inches and three combined species
