RT - I can guarantee there are a multiple of local boys with pickup trucks that would gladly "contract" their services to maintain/empty/re-bag their assigned cans...for literally peanuts.

TRansfer station is mid-river - no garbage packers needed.

No overhead for vehicles, state employees , nada..

All the powers that be need are hold-harmless agreements with the contractors, verify their drivers licenses & vehicle insurance.. could not be simpler (and it would help some unemployed/underemployed/gaveup type of folks).

But bureaucratic BS, liablity EXCUSES, or UNION WHINES if their perceived toes get stomped on by an idea of cost-effective efficency that does increase their Brotherhood ranks...
