Use of tandem flies

I have always believed it was illeagle to use tandem fly rigs when fishing the tribs but on my fishing trip last week I saw many fishermen using tandem flies on both the Oak and 18 Mile. Is my interpretation of the law wrong or is this rule just not enforced ?

    your not allowed to do that. only 1 hook point in the streams where special regulations apply in lake ontario.

    It should be legal in my opinion. From what I've seen, no one enforces the laws in NY anyway.

    +1 it should be legal, your now allowed to use 3 rods why not a tandem flies

    2 flys are akin to a snagging rig. With the large amount of fish, they can't get out of the way....WF

    With the kinds of rigs you see being used up there I would think 2 flies on a hook would be the least of anyones worries
