wobble glow spin steelhead rigs

got a tackle bos off ebay full of lures and stuff one box has these small egg shaped lure pieces w/fins
i found something similiar searching the web called wobble glow spin steelhead rigs
do they use these on erie? trolled casted or are these a western type lure

    They usually use them on big rivers(St. joe river in michigan) with alot of flow drifting them, would not work good on the streams around the erie area
