Ohio River Conditions - Emsworth Tailwater Question

Fished the Ohio from the Kilbuck launch yesterday and water was still 2-3' up with cloudy conditions but seeming to be clearing.  Missed what I assumed to be a nice walleye on 4" gulp chart twister with minnow.  I remember a while back a lengthy discussion about how the Corps reacted to fishing in the tailwaters of Emsworth.  Sorry for creating a new thread but could not locate that discussion in numerous searches.  I have fished the Ohio since I was a kid in the 70's and would love to share this with my 5 & 7 year old boys.  Any guidance would be appreciated.
