The first problem is that there has been too many fish.  The second problem is that they are just too easy to catch.  The third problem is that they can be caught in decent numbers from Oct. until April.  The final problem is that society tends to gravitate away from challenges.  Reduce stocking, increase creel limits and make it a sporting challenge.  Now you got something...

One way to try to change or enact a law is to go to your countys Penna. Federation of Sports mans Club meeting & try to get a resolution passed that would then be presented to the PFC to show support for a change.I personaly think that maybe making it c&r only til maybe Jan. would let the fish spread out & give more people a chance to catch some instead of wiping them out before they can get upstream. sam

Right on point!  It is not called the "Steelhead Industry" for nothing.  Unfortunately, most make it out to be more than what it really is.  I would rather it be an opportunity to catch fish rather than the typical "fishing pond" at the local county fair or sporting show.  To me that is not sport at all.  Unfortunately, things seem to be more about numbers rather than sport.  When any person can go and catch a "limit" of any particular species each time they go out, there is not a problem.  Greed enters the picture when a person wants/demands more than that.
