The water below the dam is well oxygenated, so even though the temps do exceed 70F, the fish wouldn't be in danger, if that's your concern.
+75F, trout activity level changes.
Sudden changes in temp over 7F causes
Even though there is big swings in water temp below the dam, there done over enough time that the fish aren't in danger.
As far as fishing goes, I found that when they screw with the discharge (cfs) and temps, fishing suffers. The fish can never get acclimated to the changes.
I find the fishing better when the Gage Height and Discharge Graphs are closer to flat lined.
Currently (7/23 - 7/30), they are all over the place.
