I've used wooly buggers, and big black ants and once, down at Howard dam we were getting them on Joes Hoppers on top.  Yep that's right, small carp were feeding on bugs (wooly worms?) falling from bankside bushes and we tossed some hoppers back under the branches and caught carp on topwater flies.   Usually, anything bright will catch them at howard, Glendale, or Shawnee.
