been several years since i've used shiners for steelhead, but i seem to remember poor richards or east end angler not having them until later in the steelhead season, because they were hard to catch in bulk before then.
guys i know who fish with fathead minnows say they catch as many fish on em as emerald shiners, so might give 'em a shot.
