Looking for a little help

Been awhile since I've been on, but I'm looking to get back to wading the Allegheny for smallmouths.  With this weather I know the river has probably been in pretty poor shape.  What I'm looking for is someone who lives near the river and knows when (as my uncle would say) it's "right"!  I mean when you can stand in chest waders and see a snap swivel hit the bottom by your feet!   
I know this is asking a lot, but it would be greatly appreciated.  I have a pretty good drive to get to my area, ( Franklin, Oil City and north), and it kills me when I drive up only to see the river off color and high.  Thirty years ago I used to have a fellow who owned a gas station right before the Franklin bridge and I would call him about the river.  After a successful day of fishing I would always leave him some if not all of my fish.   Love to catch em but not a real big eater, lol
If anyone out there would be able to pm me with any reports when she's looking good, I would greatly appreciate it.

    I know someone who may be able to help, but I don't think he has any chest waders or snap swivels.

    Boy if your waiting for that then you may not be fishing for them at all. I don’t really wade the river but I do know my spots and in high muddy waters I can still get them. Try to find some spots where they hide. As for your traveling maybe you can watch a flow chart. So even if it’s a little muddy it might not be raging river.

    You can use this to some effect.  Sometimes the webcam even works...

    Here is another resource...They switch this cam between the Allegheny and the Clarion so its hit or miss, but it gives you a good indication of the color and flow.
