Mead Island Fishing - Allegheny River/Starbrick

Morning All,
Just wondering if any one knows, with the dam outflow being 10K, is access to Mead Island feasible with a small jet boat?  We usually fish the dredge to the right of the island but wanted to know if it was safe to access when the water/output was high enough. TIA   Have a great day!
