Nice, I saw that someone had won at ksp.  From what I read, you win a chance to be in the drawing, then if your ticket is pulled you would've won one of the top 1500 prizes, the two boats being 2nd/3rd place.
 
From the rules section, 
 
Administrator will randomly select one tag number as the "Grand Prize Winning Number." The Grand Prize Winning Number will be compared exactly to the tag numbers logged in the Promotion at the Promotion Website at the conclusion of the Promotion. Grand Prize and all other winning tags and logs are subject to verification of authenticity and eligibility by Administrator. If the tag bearing the Grand Prize Winning Number is not caught and/or accurately logged, then no Grand Prize will be awarded.


In addition to the Grand Prize, Sponsor and Administrator will award 1,499 Sponsor Prizes. Sponsor Prizes will be awarded to entrants who submit a valid catch log. The Sponsor Prize awarded will be randomly selected based on the date and time the entrant submits the valid catch log.
 
So the odds were greater than one may have thought.  Was the 1M awarded?  No info on their site.
