Boat Tiller Grip Decomposing

Did anybody ever have this problem. I have a 9.9 HP mercury with a tiller handle. The grip looks fine, but when I twist it for throttle or gear change, my hand is covered with black gunk that looks like grease. I've tried washing the grip, but it gets bad again. It's like the plastic in the grip is breaking down. Anybody ever have this problem. I'm ready to wrap the thing with electrical tape, but was hoping somebody had a better solutions.

    I've seen it on car parts before. It should be replaced or wrapped with maybe hockey tape. Electrical tape will also end up leaving black sticky stuff on your hand too.
