Pine Creek DHALO

Does anyone know if it was stocked?
Went early this morning, did not even have a follower.
Fished both the upper and lower areas.
Must be losing my touch as years ago, I used to catch many on each outing to that area.

    Was there sunday. Caught 6 had several follows. Was using a spinner that i made, basicaly to test it. Also used a Niti 1 trout killer. Missed a few also, They were short striking. Not too aggressive. Fished the upper section.

    I didn't know u were still allowed to fish pine creek. I know u can fish north park lake but I wasn't sure about pine creek thought u had stop on march 1st. Does the season start april 13th for both the lake and the creek?

    Oh I was wondering what the dhalo stood for. Are u allowed to keep the trout out of there yr round too. Maybe a stupid question but bare w me. I mainly just fish for stealhead as far as trout fishing goes. On that note caught 2 last weekend in elk. How far down does the delayed harvest go down. I know it starts at that railroad bridge I fished it 2 weeks ago but didn't walk the whole thing. It's a really nice stretch tho!

    DELAYED HARVEST ARTIFICIAL LURES ONLY  
    • Open to fishing year-round (no closed season).
    • Minimum size – 9 inches, caught on, or in possession on, the waters under these regulations from one hour before sunrise on June 15 to one hour after sunset on Labor Day.
    • The daily creel limit is three combined species from one hour before sunrise on June 15 to one hour after sunset on Labor Day, caught on or in possession on the waters under these regulations. From the day after Labor Day until one hour before sunrise on June 15, the daily creel limit is zero.
    • Fishing may be done with artificial lures only constructed of metal, plastic, rubber or wood, or with flies and streamers constructed of natural or synthetic materials. All such lures may be used with spinning or fly fishing gear.
    • The use or possession of any natural bait, baitfish, fishbait, bait paste and similar substances, fish eggs (natural or molded) or any other edible substance is prohibited.
    • Taking baitfish or fishbait is prohibited.
    • A current trout/salmon permit (or Combination Trout/Salmon/Lake Erie permit) is required.
    • Pine Creek – 1.4 miles; from the abandoned railroad bridge near the T-575 and Duncan Ave. intersection downstream to 150 yards downstream of the SR 4019 bridge

    Are powerbait worms, powerbait eggs, mouse tails, and other similar types of bait legal?  I see them used at the Loyalhannah DHALO quite a bit.

    Chris, the power worms are a topic that seems to get discussed on here every year. General consensus seems to be yes they are legal, but on one of the DHALO areas I fish, the WCO has said no and specifically asks if you have them when he checks you. On another the WCO that usually patrols there says yes.

    Best bet is to ask your local WCO.

    I don't recall ever seeing a definitive answer on here but if you do a search you might find something along those lines.

    Not sure about the mouse tails. Power eggs would seem to be a no because the regs specifically state no molded eggs.

    Rsq, do you happen to know the name of the wco that said they're ok? I really don't see why they shouldn't be. The reg pertains to edible bait, but says rubber is allowed. They are scented but that hardly makes them food. I think they're just coated with a light oil so they don't stick together. Since they already had to oil them they just used scented oil. Jmo

    I remember reading about legality of use on the board the last couple years.  I thought I read that a board member was cited for using the worms within the past couple years.  Like I said I see guys using them and similar (trout magnet) in the Loyalhannah DHALO, and was wondering if anyone had a definitive answer.  I don't use them, ... just here to beat a dead horse I guess.

    Fishinguy, I don't know his name.  It was on the Buffalo Creek DHALO in Butler Co. that the WCO specifically asked me if I had them.  That happened twice a couple years ago, but haven't fished there really since then.  The WCO - or at least one of them - that patrols Bull Creek in Allegheny County said they're OK. 
     
    I can see how a fisherman or a WCO could read the regs both ways with the Power Worms.  They're not edible, but they do have scent or flavor in them that I think a WCO could consider to be a "similar substance," which is really vague.
     
    If you think it's the wiggle of the worm and not the scent or flavor that works, there are unscented trout worms out there that should be good on any DHALO. 
     
    Trout magnets are fine as they have no scent or flavor.

     Some VERY LARGE Eyes were being caught near the mouth.

    Talked to a WCO on Bull Creek today - different guy than the one I've seen in the past. He said absolutely no scented or flavored soft plastics. Said he'll give a warning the first time and then write a ticket the second time.

    His take is that since the scents are food and/or amino acid based, they constitute an edible substance, even though the whole worm or bait isn't edible.

    Years ago the DHALO regulations forbade molded plastic baits that resembled invertebrates, which would have included trout worms. They later took that out and we're left with the present rules. In the last few years I've seen trout worms used on at least a dozen DHALO areas.
     
    I've emailed the PFBC and their regional offices a few times and have never received an answer. These discussions come up on the internet every year and there's never anything definitive. I ran into a PFBC officer on the water and figured it would be a good chance to ask for clarification. His answer was that he "would guess" trout worms would be okay as long as they weren't edible, "but it's up to the officer who checks you."
     
    It's frankly bizarre that the regulations are vague enough as to be open to interpretation from different fish police. The ultimate test would come in court, where someone charged with an offense for using a worm would challenge it, and if the judge was worth his salt, be vindicated.
     
    In any case, you can use non-scented trout worms and do just as well. With those it's more about the drift than anything, which is why San Juan worm flies (which are without a doubt allowed) also work very well.

    Icastalot - for any of the DHALO areas with stockies, glo bugs and suckerspawn work great.  Right after they get dumped in a streamer/wooly bugger is the way to go.

    You can't really go wrong with San Juan worms, woolly worms, gold ribbed hare's ears and American March Browns.
