I live about 5 mins from sagertown and french creek is right out my door...I dont want to steal anyones spots but could someone help me out and point me in the right direction to catch some walleyes in the spring?

find a deep hole, find the nearest riffle, fish between until you find them. no magic spots, just current conditions. good spots where conneautee merges north of venango.

in the spring would it be better to fish rapalas or jigs or maybe even a slip float

All of the above. I've caught them with any minnow looking lure, jigs plain and tipped with minnows even spinners and spoons have produced a few over the years.

One more tip,French Creek has a tendency to shift from year to year.What was a honey hole last year could be dead the next.It's a trickey 'lil body of water.

Its all about doing your homework and trail and error at that place.  Cover lots of water until you get a fish or two then start picking it apart.
