treat a trip to the river as an excuse to do things they should not/ would not do at home in front of their kids.   Not saying some people don't do stupid things at home, but just this season I have had 2 people lite up right next to me (and I'm not talking cigarettes).  Happened 2 times last year too.   I don't mind people blowing off a little steam being a bit rowdy and having a few drinks at all.   I kind of get miffed when I see  a beer in someones hand at 9:00am and by 11:00 their $hi% faced  (then their driving around) , someone treating the river as a garbage can  and having to smell reefer right next to me.  If you wouldn't do it in front of your kids why do it on the river.

I agree Clint some people should just stay home and be jerks! There are people who just want to fish and try to enjoy themselves.

It goes with everything we have talked about we have a great resource but its only as good as we maintain it. If people continue to do the things they do the whole river will turn into a pay to play. To make it a truly enjoyable place the river and fellow anglers need to be treated with respect. As we also know it only takes one idiot the ruin it for us all. That's why I walk away to find my own water.

guess some people think its an "old west" kind of place.....no laws being enforced, so do what ever you want

Why don't everyone here contact the DEC and express our thoughts on the law enforcement side of this.If fines would be high enough and enforced a lot of this crap would go away along with the GOONS that do it.After that happens then people that respect and love the outdoors would take their place.I personally know several that stopped coming to the SR because of the type of nonsense that occurs there.

NYS Penal S221.10 Criminal possession of marihuana in the fifth degree:  A person is guilty of criminal possession of marihuana in the fifth degree when he knowingly and unlawfully possesses:
1.  Marihuana in a public place, as defined in section 240.00 of this chapter, and such marihuana is burning or open to public view.
Sub. 2 deals with quantity, 25 grams or less (Less than an ounce).
Criminal Possession of Marihuana in the Fifth Degree is a Class B Misdemeanor. 
A conviction for a B misdemeanor can be a fine (up to $500.00) and/or jail time (thirty days).  While it is a low level offense it is still a crime which results in a criminal record upon conviction.  In recent months Governor Cuomo has pushed for decriminalization of marihuana making it a violation akin to a traffic summons.

Technically it is illegal to drink on the SR.  Pulaski, Altmar ect have open container laws that apply to public spaces.  If it has public fishing rights it is a public place.  It's like these people are on spring break or something and anything goes.  Don't take me wrong, I have no issue what so ever with folks unwinding and having a good time.  Having a beer or 2 on the river is OK by me.  Having 12, having one at 9 am or firing one up is not.  Who would you call 911, it's not  life threatening, DEC, it's not wildlife related.   Then what  wait 3 hours for someone to get there to take your statement if they come at all.  My wife was in an accident a few months ago and we waited 2.5 hours for a cop to show.  Tell someone off, I don't think I am going to risk getting the **** kicked out of me by a group of ****ed off guys.  The only thing I draw the line at is DWI.   More than once have  I been in the lot and see someone I know has been drinking all day.  They stand around toss back 2 more and get in their car.  I have and will call 911 and give them the pate # because that could be my wife, your wife or your child  they slam in to and kill.   If you drink all day and fall in the river and drown that's on you.  People need to grow up and accept responsibility for themselves and we would not have to worry about stupid things like this.

Clint- you do know that a police report is not mandatory for a property damage only accident.  You can file an accident report on your own.  Exchange information, license, registration and insurance along with notes pertaining to the accident scene (location, time, date and direction of travel) and you have all the necessary components to file your own NYS DMV 104.
