No conneaut lake this year?  I hope to set foot on it this year!  If no, wouldn't mind an organized pike purge...  come one and all, catch your limit, get em out of the lake, too many of them...  catching 28 inchers all day long gets old...  need more 4 footers...

if we get ice, come one and all!!! i've got the entire lake mapped out on gps... if you can find 10 ft, you found the pike.  set tipups with big bait at 5, 8, 10, and 13 feet a foot below the ice...  all day....

Do the pike have a preference of live or dead bait

And would you recommend a steel leader or just a heavy mono leader

i make quick strike rigs using 2 treble hooks and berkley tieable wire.  google quick strike rig... the wire goes along the shaft of the hook so it's not sticking out at a 90 degree angle.  put the line side hook in the tail, the bottom hook in the dorsal, it will swim away from the hole.  put some weight on the bottom about 8 inches up and it will stay relatively lively and stationary.  i use live chubs, shiners, suckers, bluegill, perch, they all work.  i put them a foot below the ice above weeds near the edges in 10 to 12 ft of water depending on weed growth.  i recommend line you can grab with or without gloves , and a sensible leader heavy enough for musky and pike that won't spook the fish... you can't really spook a fish with this rig, long as you don't have 50 swivels on...
