I think it's only legal at night up in the Estuary.   I cannot watch it until the fall as I do not have the package.

You can fish the lake up to the first bouy into the estuary.
After April 15 till aug 15 regular angling regulations apply.
It's all spelled out in the regulations guid when one purchases a license .
Sadly most don't bother understanding the regs
