Personally run a 17 ft lund with a 9.9 kicker.  Have been on-the-water checked numerous times.  Prop on, motor up is completely legal.  As a side note, I have a drive on trailer which the 9.9 will not do on some ramps.  I asked about dropping my 90 to finish loading.  One officer said he thought that would be legal and one other the officers said they weren't sure.

I don't think it even needs to be lifted out of the water. As long as it is not running, I believe you're good.

I use my 9.9 for propulsion and my 50 as a rudder.

thanks guys, I have an I/O on my 20' Lund Fisherman and really was hoping not to have to take my prop off each time, not like its that big of a deal but still.

Well my son and I hit the water at 7am this morning.  Sat thru the rain/drizzle and a stiff breeze out of the south, but oh was it worth it.
Finished up with about 30 nice crappies, and I do mean nice!
