Water was up a bit and dirty with about 6 inches of vis.
Lost the perfect girl today.
About 4 lbs and starting to darken so she had to be loose.
Flash jump and gone just before I set the hook.
DUH!
Saw a male in the mid teens slip back from the falls along the seam.
Just under the surface and the dprsal and tail out of the water as he dove to the bottom.

Just got this response to my Email to the commish of DEC.
It came snail mail.
Not the usual shotgun answer by Email.
Commissioner Martens asked me rep;y to your correspondence regarding public fishing rights
(PFR)on the Salmon River in Altmar.the rumor that the PFR on the north bank is not finalized
and could thus be in jeopardy js not true. That particular agreement was finalized in 1993. the  
process by which the DEC obtains PFR agreements includes wording making those rights
permanent. 
 
Hopefully this will eliminate your concern about this matter. Good luck with your fishing.

I don't see why people made such a big deal over this...back when they first put the fence up I spoke with the fella who was putting up the fence that overhangs the river bed... he had mentioned something about the other side... I checked pfr maps (even though I already had in the past) and sure enough it was highlighted as pfr... what people should be looking in to is their true boundary marker on the south bank... on the county map it shows it to the bank only and not to the middle... this would allow fishing withing the river bed on the south bank which would allow drift boats to lark on that side...

To answer your question as to why it was made into a big deal you can credit snagger aka Shane from Altmar Outfitters by his posting that the deal hadn't been finalized in 1993 and was still at issue in court.
 
That is why I contacted the Comm of DEC and asked that exact question of him.
As you see from the response I got (not mass Email gooblygook say nothing speak) the state claims he is wrong and did not equivocate about it in any way.
 
Seems on his thread he can make claims like that but not do a little extra work to get a direct answer from a ranking member of the state administration. 
 
Simple as that.

Well my take is lotac started the rumor without facts to back up their claim . Shame on them.

My feeling is that lotac was more like a carrier while shaner was patient zero.
Shame on lotac for not doing a little legwork before posting the rumor based on a credible person (Mulkey?)
and then he blew it up claiming he had knowledge that the pfr was not secured and still at issue in court.
Shame on then both.
