It was Dawn doing the shooting. The Halloween costume was just a disguise. Snaggers are like Zombies, very hard to kill. You can put them down quick though  by touching them with:
1. A barbless salmon fly
2. A pamphlet from Alcoholics Anonymous
3. Any organic food
4.A trash receptacle

Snagging, lifting and lining are a part of the SR culture no matter where ya go on the river system and/or any nearby tribs..
They are the most prevalent method of fishing there.
Until recent years outright snagging with a large weighted treble hook was  legal on much of the river.
On my first trip up for 3 days I spent 2 and a half trying to make fish bite with all the wrong equipment ( NOW I know that- not then)
A fella in what is now the DSR came over and told me they don't bite and showed me how to line them-that was it for a very long time.
There are not enough LE to stop it nor is there any kind of quantitative "push" for its extinction.
This is big business in the area and this is the main style of fishing being done- no wonder its tacitly allowed.
SR  is not pregnant in this - watched a TV show on Alaska last week with guys shoulder to shoulder doing the exact same thing.
Hate to say it but its part of the deal.

Alaska maintains snagging as the fishery is for subsistence . How many on the SR depend  on salmon and steelhead as food ?  It may be part of the deal, but no one needs to condone it and continue to turn a blind eye. In my area, as many people (who have more money) stay away as go because of what's tacitly allowed.  The economy wouldn't collapse; it'd be a better place. Have to respectfully disagree, rg.
