Soooo,

True report says he saw fish that looked like they were kicked across the rocks. Well then, one more reason to just keep them when you catch them the first time, why let them suffer...leave them the F alone otherwise.

Your talking about fish that wiggle their way up gravel riffles for miles and miles... they kick themselves across the rocks. I find the best way to land a big steel head is to swing them into the shallow water up the edge and kneel in a sort of straddle. Then de-hook and send them on the way. Better they lay on wet rocks than wiping the important slime they have on them that prevents infection.

You're one of "good eggs" 
 
as far as the report, the way I interpreted is was...the steel he was caught was beat-up boots, as the vast majority are at this time of year
 
as far as seeing yawks mishandling fish..flopping on the bank giving them a kick back in the drink...
some folks just don't GAS ...
 
truth is though, in the "big picture" how ethical is it put large fish in tiny shallow clear creeks with no place to hide... to be pounded on non stop and hooked fair and foul dozens of times a month
 
I've said it before, the most "humane"  thing that could happen  to a PA trib steelie IS get roped and eaten
