Looks pretty straightforward to me. Get a #12-14 scud hook. Tie 4-5 pieces of yarn to it. Singe the tips with a lighter. Voila!

I tied something similar for my dad to use on his ultralight spinning rod under shot using white standard ultra chenille. He had good results with it.

Is this what you asking about?

That might not be the same pattern but it's close.

Tied on a #14 scud hook.
Take 3 to 4 strands of antron white yarn, or, equivalent.1" long
Using 6/0 or 8/0 black thread, tie one end of yarn to hook midshank.
On loose end, QUICKLY singe end with a lighter or match, until end melts and turns dark. (either dark brown or black, depending on type of yarn used).

    Meal O Maggot...same concept.

Cream ultra chenille: Cut small legnths, tie in at mid point and repeat process until you have the amount you want on the hook, whip finish, use a lighter and melt the ends by bumping the ends of the chenille with the flame until you get the desired look...which I prefer slightly tapered and tanish brown ends.

ultra chenille is what i use tie in some other colors like pink or green, like to  add a stran or two of the color chenille ..    i use the same hooks i use for egg patterns size 12 or 14 scud hook.. i never tryed any  other materials might be worth it.. chenille really doesnt move like some other would in the water..
