How deep are the smallies?

How deep are the smallies?

Went out on a beautiful calm evening Sunday.  Fished inside PI bay, in the channel, outside the bay at Hammermill.  Used Tubes, spinners, x-raps, twisters, etc.  Got skunked.  Could see some on the fish finder, but I expected it to be a great night.  Are they out deeper?  If so, is it still too cold or have the zebra muscles pushed their food out to deeper water?  What gives?

    When the lake goes flat the smallies do not bite well. I also was out and had little success. Try a day where the wind is blowing a little, waves around 1-2 feet are ideal.
     
    Inside the bay smallies are everywhere, deep, shallow, in between.....
