I feel like a kid at christmas, this is JUST what we need. I would love nothing more then to see the stocked streams open to c&r for a month. I cant believe it, I can only HOPE it goes through.

Sounds to me like that would put the steelies into protection for a solid month as well. They are after all, a rainbow trout.

If you read the proposal, you may discover that this proposal is not to open all ATWs to C & R fishing in March and April, but rather to codify the current practice of designating certain streams as ATWs Open To Year-round Fishing.  If it passes, then the PFBC can, but need not, open some or all ATWs to C & R in March and April.

Anyone know why they have an 8am starting time the first day and not at midnight like every other season???

According to the proposal, those waters have been C&R. They are just putting it in writing.
In a recent review of the Commission’s regulations, Commission staff discovered that this special
regulation program was never formally adopted by the Commission. The Commission therefore
proposes that a new section in Chapter 65 (relating to special fishing regulations) be added, thereby
    formally establishing this regulatory program.

I guess Im wrong but, if they publish that in the section on seasons that tells me that ALL streams are open. That little chunk looks EXACTLY like the section they put in the book for all of trout season. They better be **** clear or you will see a lot of people fishing, guarentee it.

I agree the chart is misleading in the way you suggest.  I think whomever created the chart for the  agenda was a little careless, but, as pointed out, the language of the proposal is more limiting.  One would think, in any case, that if it passes, they plan to designate more streams under the regulation.
