Chauncy, things might be different in ohio....i thnk honestly how the WCO interpruts this he can get you if he wants.  I know people who have been fined for the line directly off the downrigger ball therefore i believe it to be an illegal practice.  I do not know all of the circumstances involved with them being fined, but it really seems like a very petty way to catch fish regaurdless....Im sure the practice can be inturpreted many different ways.  The book says rod or hand...A downrigger in my view isnt a rod...its a downrigger...
 
I run snubbers off the rigger balls attach them to the snap release so i can see a soft bite or a dragger, and have never run a line directly off the cannonball...People on this very board complain about walleye not fighting then go out and catch them off the downrigger ball.....then talk about how much a steelhead fights on 4lb test....geez....this board is funny

Not debating whether its petty or not. I just would like to know if it's legal to do so. Also not saying i'm going to use this method even if it is legal. Just thinking it can be an alternative method for some people that cant crank a walleye in from over 200 ft back because of some type of disability or injury. You may not see the enjoyment in it but maybe they might. If its the best way for them to get involved in fishing for erie eyes and it's legal, then why not use it. Legality is the whole issue to me, nothing else.

If you think it resembles a trotline heres OH Regs on Trotlines
 
Trotlines - Trotlines must be marked with the name and address of the user. Trotlines must be anchored. Wire or cable may not be used. Not more than three trotlines are permitted in any one body of water in the Inland Fishing District. Not more than 50 hooks per trotline are permitted in any tributary of Lake Erie. Trotlines may not be used within 1,000 feet downstream of any dam. Trotlines may be used only in (1) streams; (2) Mosquito Lake north of the causeway and south of a line of buoys designating the wildlife refuge; (3) Charles Mill Lake north of St. Rt. 430; (4) Clendening Lake east of St. Rt. 799; (5) Seneca Lake south of St. Rt. 147; (6) Tappan Lake above the gas line causeway and St. Rt. 646; (7) Atwood Lake north and east of St. Rt. 542 north at Dellroy; (8) Piedmont Lake in sections 11 and 12 of Kirkwood Township; (9) Wills Creek Lake except in the area directly in front of the Muskingum Watershed Conservancy District boat landing; (10) that part of Berlin Lake lying south and west of St. Rt. 225; (11) the inland part of Sandusky Bay commonly called Mud Creek Bay; and (12) the area of Grand Lake St. Marys bounded on the west by Prairie Creek, on the east by Big Chickasaw Creek, and on the north by a line of buoys extending east to west between Big Chickasaw and Prairie creeks. Trotlines may not be set in channels or across the mouths of channels or streams in Grand Lake St. Marys. A special trotline license is required in the Lake Erie Fishing District. This license may be obtained at the Sandusky Fisheries Research Unit, 305 East Shoreline Drive, Sandusky, Ohio 44870 (Phone # 419-625-8062). All trotlines must be checked once every 24 hours.
 
Cant use wire line and special license is required on Lake Erie...
 
FISHING LINES - Anglers may not use more than two fishing lines, whether fastened to a pole, a rod and reel, or hand held. Anglers may use up to three hooks on each line, except as provided in the Ohio Administrative Code.
 
I have emails into the PA F&G and the OHIO DCNR

Ohio it is legal....counts as a rod....havent heard from PA....

Hold the wire line in your hand and it is legal. More than two rods,      illegal.

I run snubbers off all my dipsy rods...they do improve your catch ratio when using super line....

Um musky.....sounds like you were using them on the wrong side?.....lol
 
they go TO your bait not TO your rod...If you can release your line WITHOUT a snubber, it should be no different WITH a snubber...

I know, I came back and checked several times to make sure I was using them right, and it doesn't make any sense why they were releasing differently, but they were.  Anyway I haven't used one for about 5 years now.  Maybe I can get a copilot to come out and show me some tips this year...........

It may have something to do with "immediate control". With a dipsy, or a rigger ROD, your line is in your immediate control as you can detect a hit. A line tied directly to the ball would not be under your control, as you have no way of visually detecting a hit.
 
When a steely hits that small spoon, your downrigger boom starts to bounce.
