Here's a thread I started 9 years ago asking a similar question.  Many of the guys who responded on there aren't around much or at all on here anymore, but many of 'em have been catching steelhead for as long as PA's been stocking them.

They don't like the creeks anymore. They must have made friends with the Walleye and Catfish out in the lake LOL.

Honestly though as others have said it's probably the weather the past few years that's keeping them out in the lake. The ones that do run are hit with a 24/7 barrage of egg sacs, minnows, glo bugs, and nymphs until they're all on a rope. I can only imagine how large some would be if they were allowed to grow for 5 or 6 years!

The way I understand it, we don't really get an official spring run here in PA. What we get are mostly jacks, a few stray Ohio manistee steelhead, and a few that didnt run in the fall, and the numbers of those aren't near the fall run. Most of what get caught are holdovers and dropbacks heading back to the lake.

Yes sir the Ohio manistee strain are spring run.. I do hope that the past 2 years of freeze overs threw a curveball in the lake Erie ecosystem maybe this fall it will all break loose if you think about it 2 complete extended ice overs messes up the surface baitfish food wich messes up the baitfish

I fished it the past two days and here are my observations:

Elk: Fish here and there, you have to walk to find some, but it's quite possible to catch some.

Walnut: Smolts everywhere in lower pools, and some fish up in Manchester hole. Had a nice one on here today but some chinese guy crossed my line, I had tried bringing the fish in with his line tangled, but it snapped off.

4 mile: Did not see a fish in lower pool or up to route 5 bridge.

Did not stop at 12 or 7

16 mile: There were some fish near the falls, not much seen in between.

20 mile: Walked the entire lower section before heading home, did not see a fish, a few guys trying it.

Still a good weekend to get away, caught a few, and weather was better than expected. Black woolybuggers and black stoneflies were the hot patterns.
