the cat is big water, and is blown out most of every winter. once the ground freezes again
it will be fishable. a lot of access is controlled by the seneca nation. you must purchase a
reservation license. vandalism can be a problem. i have never had any myself, but have talked to many others who had damage and theft. on the up side, the fishing can be quite good. no sight fishing over a 100 fish, fish are well spread out.

Vandalism just isn't what it used to be, the locals seem pretty content since the gambling money started rolling in. In the unlikely event that the Rez is fishable someday this winter, it would still be smart to use your head; don't park in the middle of a bunch of drinking teenagers or something similarly stupid like leaving valuables in plain view in your car..
Access can be tough above the rez., heavily posted or long walks . there are some good areas, a decent map or gps can put you on them. Sometimes one end of the Catt can be clearer than others, but watch the flows. If it's running over 600 or 700 cfs, it's probably not fishable, but it can be clear at 800 or muddy at 400, you just never know. Once the ground freezes, usually the water follows suit. Realistically, don't plan on the Catt in winter. You could get lucky and catch a decent day but odds are against it.

"The Catt" is a mythical place like Neverland, or Atlantis. There's no such thing.

And with the cold blast pending, it will go from mud to ice in a blink of an eye.  The Catt is rarely decent during the winter and early spring.
