Make sure the relay itself is not bad. I had the power trim go out on a 1990 90 hp Johnson and it was the relay. Chuck at outboard haven (he's not there anymore) knew right off the bat what the problem was and unplugged the old one and plugged in the new one.

I am really ready to throw in the towel.  Nothing seems to be going right, i am following all of the drawings to the letter and it just seems to be one thing after another.

For your tilt and trim, have you checked the fuse? It should be located under the motor hood. I say that because many people look for it in the boat.

Also check to see if you had a wire fall off your switch.

I cannot find the fuse.  It worked 2 days ago, and the only wires i disconnected were in the relay box so that i could take the exhaust plate off.  I reconnected them according to how the diagram shows and have no power to the tilt,  I just ordered 2 new relays and they will be here in 2 days so hopefully that is the issue

Battery fully charged?  Did you check the voltage going back to the relay?  Sometimes it is the simple things.

Checked both and they are good.  I am thinking that both relays went bad.  I have two new ones on the way that will be here thrusday so i will plug them in and hopefully it solves the problem

Odd that they quit when you had it apart. Be careful that your wiring is correct or you may burn out the new relays.

Quick question. Did they utilize plugs on the relays or were they loose wired with ring terminals?

I hate to be a Monday morning quarterback, but if it is wired with ring terminals you need to make a detailed sketch of the relays prior to disassembling and label the wires with masking tape.  Even though wiring diagrams should be spot on, they're not always perfect.  Ask me how many coils I fried before I learned that lesson.
