Question ...egg sacks for steelhead ?

I've been catching Perch & Crappies that have egg sacks in them. Is it legal to use these for steelhead? Can I tie up a small mesh bag of them and use a treble hook on a tip-up?
Any thoughts are welcome.

I don't believe there are any regulation that say you can't use eggs for bait. you can use legally caught fish for bait so I don't see how using eggs would be any different.

I think a regular hook like a octopus or salmon egg hook would work better than a treble if you are going to use egg sacks. It will be hard to remove the egg sack from a treble hook and you'll probably run the risk of hooking the fish too deeply.

get yourself some of this egg sack material http://www.fishusa.com/LuresJigsBait-ArtificialandPreparedBaitsScentsCures-RedwingTackleSpiderThreadNettingandFloaters_c.html, makes tying egg sacks easy.

i found the easiest way to tie egg sacks is to remove the eggs from the fish in one whole piece. freeze the eggs, then when you want to tie your egg sacks cut the frozen eggs into small chunks, then use those chunks for your egg sacks. tying egg sacks is less messy when the eggs are frozen.
