You're right mr.c, talked to a wco for a good while last weekend and he said the same thing. the law as it stands now, guarantees the counties the rights to the fees for the doe tags. if that's going to continue to be the case, then the counties have to step up and put extra people on to get them processed. all in all, he said things went smoothly, only 2 counties had major problems, Erie, and one in the SE part of the state. One thing I didn't know that he told me about was that once some counties filled all the applications they received, they would call other counties to see if they wanted them to take some off their hands. Obviously, because erie was working so short staffed, they must have been sending their overflow out, probably why all the snafus. I don't know, just seems there should be a simpler way of getting this done.

What if the computer reporting, kill or no kill, was MANDATORY or you would not be permitted to purchase a license next year?  Would that up the reporting rate?

Many years ago, before computers entered the licensing picture, I hunted Idaho for Elk.  If you did not sent in your report card, kill or no kill, you could NEVER buy another license in that state.

Will people come up with the excuse that they forgot?  Yep.  Answer -- just like the IRS for those that forgot to file taxes -- to darn bad, take some personal responsibility.

Will a few, and I mean a darn few, hunters be lost?  Yep.  But the data gained will be invaluable.  Add the hunter survey that is now mailed (along with a letter saying they are going to mail you a survey) to the report so that the set is of all PA hunters, not a randomly selected few.  Make it importable into Excel and anything and everything can be sorted for.  Kill two birds with one report.

Everything I say can be fully substantiated by my own opinion
