Emerald shiners

Has the ban on emerald shiners been lifted on inland waters and I missed it somehow?  A bait shop in Warren has emerald shiners for sale, so I'm assuming something has changed.  Anyone have any insight into this?

    But there ARE sources of Emeralds outside he great lakes. Plu there are also suppliers who have tested, and certified VHS free Emeralds. He may have gotten them from one of those two sources.

    I catch emeralds outta the allegheny river in my minnow traps.

    They get the emeralds from outside of the greatlakes water shed, they are certified VHS free. If you buy these from him he will tell you to keep your sales receipt on your person while on the water, if you are approached by law enforcement you will have proof they did not come from the great lakes and they are certified.
