Not really a weird tactic, but one that def. works. When the fish in a given hole are more or less inactive, just sitting near bottom and not feeding, try the riffles above and below, or the bottom of a hole just above the fast water. It seems that any time steelies are on the move, they are much more aggressive than steelies at rest. I love fishing the very bottom of a hole, watching fresh fish move up from the fast riffles below, and then clobber my offering. That is also the best place to be, intercepting all the fresh fish before they move into the bigger holes where all the guys are waiting. Exact opposite of when you are fishing with a buddy and working up a creek and the guy in front gets first dibs. Remember the steelhead are moving up, and the guy at the bottom of the hole, or in the faster water gets first chance at these fresher fish. Fish in faster water generally ae more aggresive anyway, as they have less time to inspect an offering as the current moves it away. Strikes can be very aggressive.
