Try Franklin at the bike trail put-in off 8th st bridge. There is enough slack water to go up or downstream.Plus you can work French Creek as well.

The river does have a bit of current but the above advice is good.  Fishing the mouth of Fench Creek is usually productive.  You could also head down to Fishermans Cove and paddle upstream and fish around the islands.

There are some heavy riffles above Franklin a mile or so near Reno and there are some smaller riffles just below the boat ramp.  The problem I see with you in a non-powered craft is getting upstream to the Reno riffles or back to the launch from the downstream riffles.  You could drive up to Reno and fish that set of riffles from the shore.

Try Allegheny River Canoe Rental at the Franklin ramp 814-432-7644.

There is another in Parker if you want to fish further south.

The canoe rental place beside the Franklin ramp is OUT OF BUSINESS.
The only other I know is Country Peddler which is below the 8th St bridge on the Cranberry side. I'm not even sure if they are renting canoes now, I haven't seen them out all year.

I went up there yesterday and it did look out of business.  Their place is still there but no signs of life.  I saw vehicles parked at Country Peddlers but it also looked out of business.  Thanks!

P.S.  I'm going to post a warning alert about Fishermans Cove in a topic of its own.

The canoe rental by the ramp at 3rd street has been closed for years. Country Peddlers has specific hours, call them. Not sure if Wiegel Brothers rents canoes or not, check wiegelonthewater.com. Also try the launch at Utica on Frenchcreek, no rental but you can float from there to Franklin and catch a pile of smallmouth, when the water is right-not muddy, also walleye and muskie.
