Is it too high to fish and/or canoe if the gauge is up to 4.86?

I don't think its to high. anything above 5.30 maybe but 4.89 you should be good. I'm taking the boat out this week around tionesta it is fine there.

You should get an eyeball report before canoeing this weekend.  Both French Creek and the Allegheny around Franklin are about 2 feet higher than optimal and very muddy.  Maybe the river around West Hickory is different but I'd check first.

Talked to my dad last night.  It is a bit high and muddy.

Fished Saturday a little while floating from tidioute to tionesta, absolutley nothing. Water was muddy but had nice flow. Did salvage the weekend, kinda, by catching some leftover stockies in the creek behind my cousins camp.
