Probably by the letter of the law but I doubt the smaller boat transoms can handle the excess weight. A 20 hp doesn't weigh all that much more than a 9.9 but you get really heavy when adding the extra motor. I don't think you'd be able to plane out too well either with all that weight on the transom unless you moved everything else to the bow (gas tank, batteries, etc.) and even then, I don't think it would be too safe. I am sure most pontoons and larger boats could handle it though, just a pain hooking up the controls for two motors on such a small boat and you will loose the ability of tiller control, if that is all you have. I am sure you could rig something up to control the motors by only one tiller handle but still sounds like way more headache than it is worth.
