I'm coming up to fish Erie from Kentucky and was thinking of bringing some softcraws from home and was wondering if this was legal. I've searched the PA fish commision site but haven't found a clear answer. I've also emailed the commision but have yet to hear back from them.

I'd say no.  If you scroll down to the bottom of this page: http://www.fish.state.pa.us/fishpub/summary/bait.html , you'll find this:

"Releasing fish from another state, province, or country into Commonwealth waters is illegal without written permission from the Commission. Transferring fish from one Pennsylvania watershed to another where that species is not always present is also illegal without written consent from the Commission"

I suppose technically crawfish aren't really fish, and using them for bait isn't exactly releasing them, but I bet the law still applies.   To be on the safe side, I'd just buy some shiners when you get there.  You can get a "dozen" (it's really 20-30)  of them for around 2 bucks.

If they are Rusty Crayfish, the answer is no

Don't know how you tell a Rusty from other craws though, but if the second article above, you'll see that they are native to waters in Ohio, Kentucky & Tennesee. 

Otherwise, I'd say wait till you talk to someone from the Fish Commission.  Crayfish are not listed as baitfish per se as kjjm4 pointed out, and are instead listed as fishbait.  But, I know when you go to Walmart or a convenience store for worms, you're buying Canadian nightcrawlers.  My bet is that most maggots, waxworms & meal worms don't start out in PA either. 

Seems like a pretty gray area here, so if you use 'em, you'd be doing so at your own risk.
