PeteM, I have had luck on mealworms before, but them carp there are hard to get. There are some nice ones there. I have also got them on little red worms fishing for bait.

Try a jig for them. Just like the jigs you use in Erie for Steely's. I was down there one day trout fishing and could see the trout in the hole (it was right after they stocked) but the trout wouldnt hit any bait. So I tried to use a jig that I use for Steely's and wham I hooked into one of them big old carp. Landed him started to jig again wham another carp. Needless to say I quit using jigs as all I was catching was carp while I was trout fishing.
