It is about 8" in overall length, Cone is 4" x 2" and made of stainless steel.
No name or markings on it.

I thought it could be some type of gynie tool but nurse did not recognise it.(tool in reply to gewru is a speculum)
This came in a box of stuff from an estate sale.
I did have an idea of what it could be from the sale, but did not want to give it away at first and influence the answers.

Isley's ice cream scoop?

I thought they used a long pointed spoon or paddle for their tall cones and could not find any info on this.
A google search did not help and yahoo returned mostly porn sites.

if you really want to know what it is, this may help you. go to www.farmanddairy.com and go to "hazard a guess." you can submit it to them and somebody will know what it is. i'm sure there are other sites that may help, but this is the only one ive come across. if youre an auction goer, this is the paper for you. also, www.auctionzip.com

WHOA, I wouldnt be touching that so much marty.  I knew I saw that thing while I was working in OR.

It does look like a speculum, but they open as you close the grip.
This closes forming a cone.

I doubt that is is a speculum.
It seems to be something to mold or push something together not apart.
