From a Nov. 2007 Interview:

Dave Skellie has already secured 50-thousand dollars from the federal government to design the ladders, and said Pennsylvania’s matching grant is expected any day. He says construction could be completed in time for next year’s steelhead run.

Anyone know what happened? Where did the money go? No progress seen in two years.

I checked the Sea Grant website from PSU, and there is no mention of it.
That is where Skellie is.

The golf course has some pending law issue's that are keeping the state from funding the project.
As far as i know it's on hold until those issue's are resolved.
