There is some sort of fluctuation guidlines for Lake Arthur though, likely controlled by the DEP and likely in conjunction with the USACE oversight. I.e. if there is a 50 or 100 year storm, they'll likely dam up much more water (within reason), so the areas down stream aren't completely flooded out. I'm sure if the USGS or someone has a prediction of a huge storm, they'll let out a good bit of water in expectance of refilling and controlling the outflow, but would likely need to be a huge storm. I have never seen the lake "flooded" or "really" low. I have noticed it high or low, but nothing extreme like I have the USACE dams that have 5-6 release gates. I am sure that it happens, but not nearly as much as Shenango/Loyalhanna or the other USACE lakes. The rain that we had last week, was all at once, but not really that much (for a 4-5 day total). It reaked havoc on the man made drainage systems and small creeks, but likely didn't do all that much to a resivoir the size of Lake Arthur. I am not sure if the DEP decided to help out the areas south of the lake or not? If they did, they likely had the lake back down to a certain tolerance within a day. It does get muddy though, and rarely ever clear. I know the fish camera thing I have, is basically worthless on this lake.
