Sometimes when they are not getting enough D.O., or acclimating to a temperature they will do this. Its common when we stock hatchery trout to have them cruising and surfacing near the top till they adjust. Inexperienced fellas assume they are watching a feeding frenzy and start beating the surface with dry fly patterns to no avail. That said, its really hard to know WHAT that steelie was doing. Even with the creeks low, the moving water should have enough D.O., and if he's been in the creek long at all, he's probably adjusted to the water temp, even if it is warmer than he'd like it. Any chance he'd been caught and released just prior to you seeing him, ie. any other guys around that hole? That's would be my best guess without seeing it myself.
