Dude, think about what you're asking... That's a week from now, no one knows.

There are a ton of fish around, just keep an eye on the weather.

Fish will be harder to catch in the low clear water so your skill will determine YOUR catch..... If you know how to downsize your presentation , leader , long tippets , fly or bait give it a shot . Otherwise wait for some rain to green up the water some.

Who knows what the conditions will be in a week.  Without rain though, I would hold off and not waste your time unless you like fishing in stagnant low water.

yeah man it really is hard to tell what it will be like in a week.  There are fish in the streams, but they are harder to catch, they are concentrated mostly on the lower reaches, and the water is pretty low and clear.  It depends on what you mean by "good fishing."
If you have the day off, I say go for it.  The worst that can happen is you walk a beautiful stream, talk to some folks and got to go fishing.

You want some real advice?? Go to the tribs when the ice hangs on the slate walls, each column of ice reflecting a welcomed morning sun. Break tracks in a fresh blanket of powder as you approach the winter flow of the tribs. Now the fish can be out of sight, they have found their place. disquised by the slate bottom and green hues of the water, their backs camoflauged perfectly for this environment. When you cast, you see your breath, the cold touching your hands, cracked ,white and chapped...the water letting you know that your feet should not be in it no matter the layers of warmth. The strike, the headshake, the run...instant heat to your extremities, your heart pounds, the drag break the monotony of the waters incessant roar. A fish comes to hand, the colors vibrant, a struggle ends, an inner peace ensues and a realization will find a place to take solid ground in your brain...this is Erie steelheading. You will know when the conditions are "right" when you get "right" with yourself and a fish.

guaranteed there will be fish in the lower end of Elk

If no rain between now and then, guaranteed you'll be able to see them, so there will  be no question whether you're on fish or not

"Probably", will be a tough bite, especially if you're a rookie.
Even the regulars have a tougher time in gin clear no flow water
(Unless you're Jiggy Jim Stillhead, who  can catch them at will with a rusty bent fork if he wanted too)

you'll have to decide if it's "worth it" to you to come up
