PFSC will be holding our Fall Convention in Somerset at the Quality Inn, September 5, 6, 7, 2008. Convention Information Friday night at 7:30, Dr. Austen and staff from the PFBC will be giving a presentation on the issue of Navigable Waterways: At the upcoming fall meeting of the Pennsylvania Federation of Sportsmen’s Clubs a resolution requesting that several agencies address navigability will be up for discussion and consideration. This issue has been a particularly hot topic since the Little J case decision was rendered and still is surrounded by a great deal of confusion and misinformation. In order to better address the issues raised through the resolution the PFSC and PFBC have worked with the originating Trout Unlimited Chapter (Ken Sink) to develop a short session on navigability that will take place at the PFSC meeting. We would like to open up this session to any interested person and invite them to attend this discussion. Review of PA water law with regard to navigability a. Public highways b. Great waters of the Commonwealth c. What defines a navigable water 2. Review of the Little J. case and what it means 3. Public rights to navigable waters and others waters (boating and fishing, in particular) 4. The process of determining a water to be navigable 5. Options for the future - legislative, courts, etc. 6. How can we, as a group, better inform the public about their rights as well as limitations on navigable and private waters?
